Release of certificate of role*

The service involves issuing certificates attesting the registrations from the agricultural register, necessary for preparing scholarship, unemployment, social assistance files, population records, and various institutions (Electrica, Eon Gaz, mobile telephony, etc.).

Certificates can be requested by any person registered in the Agricultural Register.

Required documents

  • application
  • those citizens who do not have a position in the agricultural register will fill out a declaration on their own responsibility that they do not own agricultural land within the city of Negreşti or in other localities in the country, which they will attach to the application
  • for certificates for social assistance and unemployment, no fiscal stamp is submitted upon request
  • for certificates required for population records, it is mandatory for the applicant to have a position in the agricultural register (to own agricultural land, house, and annexes).

Registration in the Agricultural Register*

Any natural or legal person who owns or leases agricultural land, forest land, animals, birds, and bees, or by legal entities whose activity is animal husbandry or land cultivation within the territory of the town of Negrești.

The application can be made by the head of the household or any other adult member of the family.

The person who wishes to register in the Agricultural Register must present themselves at the agricultural register with the supporting documents in order to be registered in the agricultural register.

Request for verification in the archive of the seniority achieved during the period worked at C.A.P. Negreşti*

This procedure regulates the method of submitting online requests for the issuance of certificates from the archive of the Negresti Town Hall, in accordance with the provisions of art. 29 of the National Archives Law no.16/1996, republished, art.44 of the Instructions regarding archive activity at the creators and holders of documents, approved by the management of the National Archives through Daily Order no. 217/1996 and art.3 of Government Ordinance no. 33/2002 regarding the regulation of the issuance of certificates and attestations by central and local public authorities.

Urbanism - Request for Urbanism Certificate*

According to the instructions for completing the "Request for issuance of the urban planning certificate" form, the main element for identifying the property is the postal address, filled in with the topographic or cadastral plan, as the case may be, and in its absence, with any other available identifying elements (as mentioned in the instructions for the request).

IMPORTANT! The Urban Planning Certificate does not substitute the building/demolition permit and does not grant the right to carry out construction works.

Urbanism - Request for Extension of Urbanism Certificate*

For the extension of the validity of the urbanism certificate, a standard application form must be filled out and submitted to the issuer (according to Form - model F.7 - APPLICATION for the extension of the validity of the urbanism certificate), accompanied by the original issued urbanism certificate. The application for extending the validity of the urbanism certificate must be submitted 15 days before the expiration of its validity date.
When submitting the application for the extension of the validity of the urbanism certificate, the applicant must provide proof of payment of the extension fee.

CAF - Issuance of tax attestation certificate*

The conditions for issuing certificates of fiscal attestation are provided by Law no.227/2015 regarding the Fiscal Code and Law no.207/2015 regarding the Fiscal Procedure Code. Therefore, the applicant will obtain the certificate of fiscal attestation only if they are up to date with the payment of fiscal obligations owed to the local budget of the city of Negresti and if they have declared the special sanitation tax.

Issuance of permit/operating agreement for conducting commercial activities*

Economic operators who conduct commercial activities, services, and public food services (corresponding to the CAEN codes listed in the Annex) are required to submit documentation to obtain the operation permit, respectively the functioning authorization for carrying out public food service activities.

It is not necessary to obtain the functioning authorization in the following situations:

  • for the headquarters of the economic operator where exclusively office activity is conducted without involving public access, except in situations where explicit authorization is requested, motivated by the requirement of a legislative act (e.g. organizing auctions, courses, bank loans, etc);
  • for the branch offices of legal entities with a non-profit purpose (associations, foundations, etc) that do not conduct commercial activities or provide services;
  • for activities of manufacturing food and non-food products carried out in industrial zones specified in the P.U.Z. and that do not involve selling products through their own sales structures;
  • for spaces exclusively for gambling and betting;
  • for law offices, headquarters of public notaries, judicial executors, judicial liquidators, mediators, accounting experts;
  • for medical offices, medical analysis laboratories, and medical clinics;
  • for financial intermediation activities (currency exchange, insurance, etc);
  • for other forms of legal organization operating under special laws.

Request for the producer certificate*

The producer certificate and the agricultural product commercialization card can be requested by any person who is registered in the Agricultural Register and who is a producer of vegetables, fruits, flowers or animal products.

Obtaining the necessary approval for the sale of agricultural land outside the built-up area*

The approval required for the transfer of agricultural land located outside the city limits can be requested by any person who owns agricultural land outside the city limits, for the purpose of selling it.

Posting of the sale offer

Within one business day from the registration of the request, the sale offer will be posted for 30 days at the Negreşti Town Hall headquarters and on the town hall's website.
Within 3 business days from the registration of the sale request, the Agricultural Registry Office will draw up the list of pre-emptors, which will be posted at the town hall headquarters and on the website.

Acceptance of the sale offer

Within 30 days from the posting of the sale offer, the Public Relations Department will register all notifications of acceptance of the offer for the sale of the land (Annex 1D form), submitted by any of the pre-emptors, accompanied by the following documents:

- copy of ID card for individual pre-emptor;
- copy of the certificate of incorporation from the Trade Registry in the case of a legal entity pre-emptor;
- notarized copies of supporting documents proving pre-emptor status (co-ownership documents, lease agreements, ownership documents of properties adjacent to the land offered for sale, etc.)

Choosing the pre-emptor prospective buyer

The seller's decision regarding the choice of the pre-emptor prospective buyer will be registered at the Public Relations Office
Within 3 business days from its registration, the Agricultural Registry Office will communicate, as appropriate, to M.A.D.R. or D.A.D.R. MM the name and identification details of the selected pre-emptor, prospective buyer.
The final approval required for concluding the sale contract in authentic form by the public notary will be issued, as appropriate, by M.A.D.R. or D.A.D.R. MM.

Non-exercise of the right of pre-emption

If no pre-emptor communicates acceptance of the seller's offer and the sale is free, the Agricultural Registry Office will issue the seller a certificate attesting that all procedural stages regarding the exercise of the right of pre-emption have been completed and that the land is free for sale, at the price stated in the sale offer. The certificate will be accompanied by a certified copy of the sale offer, in accordance with the original.
