Procedure regarding the issuance of the Street Nomenclature Certificate*
It is issued at the request of any applicant, natural or legal person, who is interested in the address from the Street Nomenclature of the commune.
*The sale of land located outside the built-up area of communes/towns/municipalities according to Law 17/2014*
The implementing rules for Law 17/2014 regarding the sale of land located outside the built-up areas of communes/towns/municipalities provide for 2 procedural stages, as well as the classification of potential buyers as pre-emptors of different ranks, from 1 to 7.
- Pre-emptors of rank I: co-owners, first-degree relatives, spouses, relatives and in-laws up to and including the third degree;
- Pre-emptors of rank II: owners of agricultural investments for orchards, vineyards, hops, exclusively private irrigation systems and/or lessees. If there are agricultural investments for orchards, vineyards, hops and irrigation on the land to be sold, the owners of these investments have priority to buy these lands;
- Pre-emptors of rank III: owners and/or lessees of agricultural land adjacent to the land being sold;
- Pre-emptors of rank IV: young farmers;
- Pre-emptors of rank V: the Academy of Agricultural and Forestry Sciences "Gheorghe Ionescu-Șișești" and research-development units in the fields of agriculture, forestry and food industry, organized and regulated by Law no. 45/2009 regarding the organization and functioning of the Academy of Agricultural and Forestry Sciences "Gheorghe Ionescu-Șișești" and the research-development system in the fields of agriculture, forestry and food industry, with subsequent modifications and completions, as well as educational institutions with an project agricultural profile, for the purpose of purchasing agricultural land located outside the built-up area strictly necessary for agricultural research, located near the existing lots in their patrimony;
- Pre-emptors of rank VI: natural persons with domicile/residence located in the administrative-territorial units where the land is located or in neighboring administrative-territorial units;
- Pre-emptors of rank VII: the Romanian state, through the Agency for State Domains, hereinafter referred to as A.D.S.;
The first stage consists of running 45 working days, as well as publishing the SALE OFFER, the offer including the data for identifying the land (block, plot, cadastral number, its price), at the headquarters of the local government unit (UAT) where the land is located, on its website and on the Directorate for Agriculture's website. If, within these 45 working days, no pre-emptor expresses their intention to buy the land in question by presented a COMMUNICATION OF ACCEPTANCE OF THE SALE OFFER at the UAT headquarters, a RECORD OF THE PROCEDURAL STAGE REGARDING THE EXERCISE OF THE PRE-EMPTION RIGHT is drawn up, and thus, the second procedural stage will begin.
The second procedural stage consists of running 30 calendar days during which potential buyers lose their pre-emption right, but can still submit APPLICATIONS FOR REGISTRATION OF THE PURCHASE OFFER BY INDIVIDUALS/LEGAL ENTITIES. If, during these 30 days, such requests are not submitted at the UAT headquarters, a RECORD OF FINALIZATION OF THE PROCEDURE is drawn up.

For obtaining information and submitting documentation, the applicant will address the headquarters of the Balteni-OLT commune Town Hall.
