Procedure regarding the certification of the professional personal assistant*

Verification of supporting documents and completion of the application regarding the certification of the professional personal assistant, ensuring that the applicant is informed about the processing of personal data according to REG (EU) 679/2016 on the protection of individuals with regard to the processing of personal data and on„the free movement of such data and the approval of Decision 95/46/EC, before submitting it to the Institution Registry, for the purpose of conducting the psycho-social evaluation of the persons requesting certification as professional personal assistant.

Assignment of the application and supporting documents to the multidisciplinary team (doctor, social worker, psychologist), designated by the head of the service, for the purpose of conducting the psycho-social evaluation and proposing certification as a professional personal assistant with the notes regarding the number of people, the degree of disability of the adults who can be cared for, the applicant’s ability to care for adults infected with HIV or suffering from AIDS, or non-certification as a professional personal assistant.

Procedure regarding the granting of exemption for the payment of the contribution for nursery and kindergarten services, starting with the third child*

Granting free payment of the contribution for nursery-type services provided to all families residing in Sector 1, starting with the 3rd child, and granting free payment of the contribution in kindergarten for all families residing in Sector 1, starting with the 3rd child.
Granting free payment of the contribution for nursery-type services is granted to parents/legal representatives who cumulatively meet the following conditions:

- have in their care minors who benefit from nursery-type service in a unit administered by DGASPC Sector 1;
- at least one of the parents/legal representatives has domicile in Sector 1;
- temporary residence or floating visa are not accepted;
- have at least 3 children in their care; Granting free payment of the contribution in kindergarten is granted to parents/legal representatives who cumulatively meet the following conditions:
- have in their care minors who attend a kindergarten in Sector 1;
- have no income or low income, if their income is below 1065 lei/family member per month;
- at least one of the parents/legal representatives has domicile in Sector 1 - temporary residence or floating visa are not accepted;
- have at least 3 children in their care.

The procedure applies to children involved and remunerated in cultural, artistic, sports, advertising and modeling activities.

Framing the child with disabilities in the degree of handicap*

The procedure applies within the Secretariat Service for Commissions for the complex evaluation, protection, and special care adapted to the needs of the child with disabilities by assigning them a degree of disability. The files are prepared by the Services/Offices within DGASPC Sector 1 and are submitted to the Secretariat Service for Commissions for the issuance of decisions and certificates of classification for the degree of disability, after the meeting of the Commission for Child Protection. The issuance of the Decision and the Certificate of classification for the degree of disability contains identification data for the applicant and beneficiary, the registration number of the complex evaluation/reevaluation report that formed the basis for the recommendations establishing the degree of disability, the degree of disability, the date of issuance of the certificate and its validity. Each decision and certificate of classification for the degree of disability are prepared in two copies and grant the holder and their family members specific rights and facilities, according to the legislation in force. It is addressed to families with children with disabilities.

Procedure regarding the granting of the Minimum Inclusion Income (VMI)*

The application for establishing and granting the right to the minimum inclusion income and the income statement is filled out by the holder based on civil status documents and proof of income, and is submitted and registered together with all the documents at DGASPC Sector 1, Prevention Service.

The Minimum Inclusion Income is granted to all single persons / families who have permanent residence or who live without legal forms in Sector 1, as well as to homeless persons only for the period in which they are registered with DGASPC Sector 1 and who have a net income calculated according to the law that is less than or equal to the maximum levels established by law for each of the two components. For inclusion support, the maximum net income level must be 346 Lei/person, respectively 504 in the case of a single person aged at least 65 years. For child family support, the maximum net income level must be 880 Lei/family member.

The right to social assistance is established starting with the month following the one in which the application was submitted and after the social inquiry is carried out.



* The payment of the Minimum Inclusion Income will be made by the Agency for Payments and Social Inspection of the Municipality of Bucharest.

Procedure regarding the granting of the allowance for raising children*

The initial process aimed at granting/extending the child-raising allowance, for whose legal representatives have domicile or residence within Sector 1, if they have earned income subject to income tax or have been in one of the situations considered assimilated by law, for 12 months in the last two years prior to the child's birth. The procedure refers to going through several steps from informing applicants about the necessary documents, to centralizing requests by preparing reports and sending them for resolution to the competent institution.

Evaluation procedure for certification as a professional maternal assistant .*

The maternal assistant is the natural person, certified according to the law, employee of the general directorate of social assistance and child protection, who ensures at his or her home or, as appropriate, at his or her residence the upbringing, care, and education of the child during the special protective placement measure, placement in emergency regime for the child separated, temporarily or permanently, from his or her parents or, as appropriate, during the respite period of another maternal assistant. The conditions that must be fulfilled cumulatively by the person who wishes to become a maternal assistant are specified in Ordinance no. 27/01.08.2024 regarding the conditions for obtaining the certificate, the certification procedure, and the status of the maternal assistant.

The person who wishes to become a maternal assistant submits an evaluation request to the directorate in the county or, as appropriate, the sector of the municipality of Bucharest on the territory in which they have their domicile or, as appropriate, their residence. The application must obligatorily mention the number of children for whom the applicant considers he or she can simultaneously provide optimal conditions for upbringing, care, and education, namely one or two children, the age group, the availability to care for groups of siblings, children with disabilities, as well as the availability to take children in an emergency regime or during the respite period of another maternal assistant. The following documents must be compulsorily attached to the evaluation request: a) the applicant’s curriculum vitae; b) a copy, certified by the directorate or, as the case may be, by the applicant, of the identity card/bulletin, long-term residence permit or, as the case may be, permanent residence card of the applicant and, as the case may be, of each person with whom he or she lives; c) a copy, certified by the directorate or, as the case may be, by the applicant, of the applicant’s birth certificate and, as the case may be, of each person with whom he or she lives; d) a copy, certified by the directorate or, as the case may be, by the applicant, of the marriage certificate or divorce decision/divorce certificate, if applicable; e) a copy, certified by the directorate or, as the case may be, by the applicant, of his or her diploma; f) a copy, certified by the directorate or, as the case may be, by the applicant, of the property title or any other document attesting the right to use the dwelling; g) the judicial record certificate of the applicant and, as the case may be, of each person over 14 years of age with whom the applicant lives; h) the behavioral integrity certificate of the applicant and, as the case may be, of each adult person with whom he or she lives, obtained under the conditions of art. 16 of Law no. 118/2019 regarding the National Automated Register regarding persons who have committed sexual offences, exploitation of persons, or against minors, as well as for supplementing Law no. 76/2008 on the organization and operation of the National System of Judicial Genetic Data, with subsequent amendments; i) proof of income or other documents attesting the income of the applicant or, as the case may be, of at least one of the adult family members with whom he or she lives; j) a medical certificate issued by the family doctor regarding the health status of the applicant, stating that they do not suffer from communicable diseases, and, as the case may be, of each adult person with whom the applicant lives; k) a medical certificate issued by a specialist doctor stating that the applicant or, as the case may be, the adult persons with whom he or she lives do not suffer from mental illnesses; l) a declaration in authentic form on his or her own responsibility indicating that the applicant does not find themselves in one of the following situations:
-has been deprived of parental rights by a final court decision or has been prohibited from exercising parental rights, as an additional sentence;-
-has had or, as the case may be, has one or more biological children in the special protection system;-has consented to the adoption of their own child, except in cases where the child was adopted by the spouse; -had the maternal assistant certificate withdrawn, except where the certificate was withdrawn upon request.
m) recommendations of the applicant's neighbors, relatives, other members of the community/social circle or, as the case may be, from representatives of the local public administration authorities, regarding the social behavior of the applicant and, as the case may be, of the family members with whom the applicant lives. The costs necessary to obtain all the documents that accompany the evaluation request are borne by the applicant. The evaluation request provided above is resolved within 90 calendar days from the date of registration with the directorate.The evaluation requested by the above-mentioned application is carried out by a team, designated by the management of the directorate, consisting of a psychologist and social worker, the latter usually also having the responsibility of drawing up the final report, and includes the following stages: the evaluation stage and the preparation stage. The evaluation stage includes in turn the social evaluation and the psychological evaluation, which are conducted over at least 4 meetings. The meetings carried out for the purpose of social and psychological evaluation take place at the applicant's home or at the headquarters of the directorate. Each member of the evaluation team is required to conduct at least one of the meetings for evaluation at the domicile or, as appropriate, the residence of the applicant.


After social evaluation and psychological evaluation in preparation for exercising the activity of maternal assistant, the applicant attends training courses. The training courses are not attended by applicants who are graduates of university studies in social work, psychology or education sciences.

pon completion of the evaluation stages and preparation for carrying out the activity of maternal assistant, the members of the evaluation team draw up the final report of evaluation of the capacity to take care of the upbringing, care and education of a child or, as the case may be, of several children.

The final evaluation report is communicated to the applicant within 10 working days from its registration at the directorate, with confirmation of receipt, by mail or electronic mail, at the address indicated by the applicant.

The applicant who has received the report submits a request at the directorate headquarters of his or her domicile addressed to the child protection commission which will be resolved within 30 calendar days from the date of registration at the directorate. The maternal assistant certificate is issued for an indefinite period and is reviewed every two years based on the evaluation of the activity.

Procedure regarding the enrollment, retention, transfer, and exit of children from day centers whose parents pay the monthly maintenance contribution*

The method of enrollment, maintenance, transfer, and withdrawal from day care centers (nursery) for children of ante-preschool age, whose parents pay the daily food allowance.

We mention that, upon enrollment, priority is given to children whose parents (one or both) have their domicile or residence within Sector 1 at the time of submitting the application. Enrollments are generally made at the beginning of the school year in the order in which the parents submit their applications. In certain situations, enrollments are also made during the school year in the order of submission of the application and depending on the available spots communicated in writing by the center. The parent/legal representative of the child submits a single application for enrolling the child in the nursery, which contains only one enrollment option. In the situation where parents mention several nurseries on the application, they will be contacted in writing for clarification and to select only one nursery. Applications subsequently submitted by the same parents for enrolling the child in other nurseries under the administration of DGASPC Sector 1 will cancel the previous ones, and only the last submitted application will be considered, with the parents being informed in writing about this aspect.

Attestation as a person/family fit to adopt*

It is addressed to individuals/families with domicile/residence in Sector 1 who wish to adopt adoptable children who are in the protection system.
Individuals/families who have not obtained the certificate of person/family fit to adopt, can file an appeal within 5 days from the communication of the evaluation result to the General Director of DGASPC Sector 1.

Procedure regarding the registration of the child with disabilities*

Identification of children with disabilities and learning and socio-school adaptation difficulties, who require classification into a degree of disability, following direct requests, referrals from specialists who come into contact with children with disabilities, and notifications ex officio.

It is addressed to children with disabilities and special educational needs, from Sector 1, and following the comprehensive evaluation, the certificate of classification into a degree of disability is issued.
