Granting the right to leave and the monthly allowance for child raising*

BENEFICIARIES:

  • Persons who, in the last 2 years prior to the child's birth date, have realized for at least 12 months income from salaries and assimilated salaries, income from independent activities, income from intellectual property rights, income from agricultural activities, forestry and fish farming, subject to income tax according to the provisions of Law no. 227/2015 regarding the Fiscal Code, with subsequent amendments, hereinafter referred to as taxable income, benefit from leave for raising a child up to 2 years old, or 3 years old in the case of a child with a handicap, as well as a monthly allowance;
  • Persons who have benefited from unemployment allowance, established according to law, or have completed periods of contribution stage in the public pension system, under the conditions provided by special normative acts that regulate collective layoffs;
  • Persons who have been registered with the Giurgiu County Agency for Employment, for the purpose of receiving the unemployment allowance;
  • Persons who have benefited from health social insurance leave and allowances provided by O.U.G. no. 158/2005 regarding health social insurance leave and allowances, approved with amendments and completions by Law no. 399/2006, with subsequent amendments;
  • Persons who have benefited from medical leave and allowances for the prevention of illness and recovery of work capacity, exclusively for situations resulting from work accidents or occupational diseases under Law no. 346/2002 regarding insurance for work accidents and occupational diseases, republished;
  • Persons who have benefited from disability pension, according to the law;
  • Persons who are in a period of temporary interruption of activity, initiated by the employer, without termination of the employment relationship, for economic, technological, structural or similar reasons;
  • Persons who have benefited from leave and the monthly allowance for raising the child;
  • Persons who have benefited from leave and the monthly allowance for raising or, as the case may be, caring for a child with a handicap;
  • Persons who have benefited from unpaid leave for raising the child;
  • Persons who are within 3 months from the end of a fixed-term employment contract and the beginning of another fixed-term employment contract;
  • Persons who accompanied their husband/wife sent on a permanent mission abroad;
  • Persons who have performed or are performing voluntary military service, have been concentrated, mobilized or held in captivity;
  • Persons who attend, without interruption, the day courses of pre-university education, including within the “Second Chance” program or, as the case may be, university studies at the level of undergraduate or master's studies, as well as post-university education at the master's level, organized according to the law, in the country or abroad, in a field recognized by the Ministry of Education, Research, Youth and Sports, except for the interruption of courses for medical reasons
  • Persons who have the status of doctoral student, under the provisions of National Education Law no. 1/2011, with subsequent amendments;
  • Persons who are in the period between the end of a form of pre-university education and the beginning in the same calendar year of another form of pre-university education, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period between graduating from the day courses of pre-university education, organized according to the law and starting university education, day courses, in the same calendar year;
  • Persons who are in the period between the end of a form of university education, day courses, with or without bachelor's or diploma exam, and the beginning in the same calendar year of another form of university education, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period between the end of a form of university education, at the level of undergraduate or master's studies, as well as post-university education at the master's level, day courses, and the beginning, in the same calendar year, of another form of university education at the level of undergraduate or master's studies, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period between the end of a form of post-university education, day courses, and the beginning in the same calendar year of another form of post-university education, day courses, organized according to the law, attended without interruption;
  • Persons who are within 60 days from the completion of compulsory education courses or, as the case may be, from graduating from the day courses of pre-university, university education at the level of undergraduate or master's studies and post-university education at the master's level, organized according to the law, with or without graduation exam, for employment or, as the case may be, entering unemployment, calculated starting from the 1st day of the month following the completion of studies;
  • Persons who have benefited from unpaid leave to attend training and professional development courses initiated by the employer or those for which the employer has given consent, organized according to the law;
  • Persons who are in the period between graduation from day courses of higher medical education, organized according to the law, with bachelor's exam organized in the first session and the beginning of the first residency after graduation;

Granting the state allowance for children*

BENEFICIARIES:

– children up to the age of 18;

– young people who have turned 18 years old, who are attending high school or vocational education, organized in accordance with the law, until completion, as well as young people with disabilities attending a form of pre-university education provided by law, but not later than reaching the age of 26;

– the children of foreign citizens and stateless persons residing, in accordance with the law, in Romania, if they live together with their parents.

Establishing the right to home heating aid*

The heating aid for the home is granted for a single system used for heating the home, during the cold season, declared by the single person, or by a family member who has full exercise capacity of civil rights, who becomes the beneficiary of the aid.

Depending on the heating system used in the home, the categories of heating aid are:

  a) aid for home heating with thermal energy in a centralized system, hereinafter referred to as aid for thermal energy;

  b) aid for natural gas;

  c) aid for electricity;

  d) aid for solid and/or petroleum fuels.

The heating aid is granted only to families and/or single persons who do not benefit from other forms of support for home heating granted on the basis of employment contracts or specific economic branch legislation.

The heating aid is granted only for a single home, that is, for the domicile or, as the case may be, the residence.

In the situation where two or more families or single persons live in the same dwelling space, the heating aid is granted in the name of the holder of the contract/individual agreement concluded with the provider.

Employment of personal assistants for people with severe disabilities*

According to the provisions of art. 42 para. (4) of Law no. 448/2006 – regarding the protection and promotion of the rights of persons with disabilities, with subsequent amendments and completions, "the parents or, as the case may be, the legal representatives of the child with severe disabilities, the person or the family who has received into foster care a child with severe disabilities, adults with severe disabilities or their legal representatives, except for those with severe visual disabilities, may choose between a personal assistant and receiving a monthly allowance."

According to art. 36, para. (1), of Law no. 448/2006 – regarding the protection and promotion of the rights of persons with disabilities republished, with subsequent amendments and completions, the conditions that a person must meet in order to be employed with an individual employment contract as a personal assistant are as follows:

– is at least 18 years old;

– has not been convicted of committing an offense that would make them incompatible with exercising the occupation of personal assistant;

– has full legal capacity;

– has an appropriate state of health, certified by the family doctor or based on a specialist medical examination;

– has graduated at least the compulsory general education, except for relatives and in-laws up to and including the fourth degree of the person with severe disabilities, as well as the spouse, as the case may be; in exceptional situations, at the proposal of the social worker within the local council’s own apparatus in whose territorial area the person who is to perform the function of personal assistant has their domicile or residence, the National Authority for Persons with thoroughly Disabilities may approve the waiver of the education requirements in the case of other persons.

Establishing the right to Emergency Assistance and Funeral Assistance*

For emergency assistance:

– families or individuals who are in special medical situations:

  1. arising as a result of oncological conditions, which require surgical interventions and/or specialized pre/post-operative treatments and/or the purchase of medical devices whose costs are partially compensated by social health insurance;
  2. as a result of acute or chronic conditions, which require surgical interventions and/or specialized pre/post-operative treatments and/or the purchase of medical devices whose costs are partially compensated by social health insurance;
  3. as a result of acute or chronic conditions, which require monthly treatments, medical analyses and investigations, medications, natural/homeopathic treatments, medical materials and devices, etc., which are not compensated or are partially compensated by social health insurance;

– single persons or families in situations of need as a result of natural disasters, fires, or other accidents that lead to the destruction of real estate (residence), depending on the severity of these and the Intervention Report issued by the Inspectorate for Emergency Situations Vlașca;

– one or more members of families beneficiaries of minimum inclusion income, whose identified need constitutes a particular situation and requires individualized intervention;

– families or individuals who are in situations of need arising as a result of unforeseen events, confirmed by field evaluation;

For funeral assistance:

In the event of the death of a person from a family beneficiary of minimum inclusion income which includes the inclusion aid component.

Children enrolled in a preschool educational institution who are in one of the following situations:

  • come from families who have established the right to minimum inclusion income, regardless of whether the family is receiving this right or it is suspended;
  • are in the care of the person who was designated by the parent or guardian for the maintenance of the child during their absence, if the incomes per person, including the child in care, do not exceed the maximum income level for granting the minimum inclusion income;

Request for home care services*

BENEFICIARIES:

Elderly people who have reached the retirement age established by law and have domicile/residence in Giurgiu Municipality, in order to prevent and overcome situations of difficulty, vulnerability or dependence for the purpose of maintaining the autonomy of elderly persons, such as: assistance with personal hygiene, dressing and undressing, ensuring hygiene of eliminations, help with food preparation and feeding, movement inside and outside, shopping, housekeeping activities, support with payment of some bills and current obligations, companionship and socializing, leisure activities.

Supporting disadvantaged mother-newborn pairs with newborns up to 3 months old, based on electronic social vouchers*

BENEFICIARIES:

Mothers who gave birth starting from April 12, 2024, who have a newborn up to 3 months old and who find themselves in one of the following situations:

  • benefit from the minimum inclusion income;
  • have disabilities;
  • are temporarily in critical life situations (victims of disasters, domestic violence, those in special situations of vulnerability or in other risk situations, established by the social investigation conducted by D.A.S.M.G.);
  • do not possess identity documents;
  • are minors;
  • are foreign citizens or stateless persons coming from areas of armed conflict.



The support consists of granting electronic vouchers worth 2,000 lei in a single installment for each newborn up to three months old.

Mothers who have given birth starting from April 12, 2024, will benefit from this support.

Free provision of powdered milk for children aged between 0 – 12 months*

BENEFICIARIES:

Children aged between 0-12 months who do not benefit from breast milk and meet the following criteria:

  • mothers with breastfeeding contraindications due to serious diseases: active pulmonary TB, neoplasms, cachexia, septicemia, severe mental illnesses, multiple sclerosis, renal or cardiac failure, decompensated diabetes mellitus, HIV-infected mother, treatments with cytostatics, diazepines, anticoagulants, radioisotopes;
  • healthy children who show unsatisfactory growth below the lower limit of normal for their age due to absence or insufficient quantity of breast milk;
  • adopted child or child in foster care;
  • child with deceased mother.

Single persons/families who obtain an adjusted net monthly income lower than or equal to the maximum levels established by law, for the two components of the Minimum Inclusion Income: inclusion aid and aid for families with children.

The Minimum Inclusion Income represents a unique social assistance program, created to help vulnerable individuals and families overcome financial obstacles they encounter and improve their lives.
