In accordance with Law 278/2015, the Order of Generalist Nurses, Midwives and Nurses in Romania, as a competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles of generalist nurse, midwife and nurse, in the other EU Member States.

The activities for certification of Romanian qualification titles of generalist nurse, midwife and nurse, in the other EU Member States consist in drawing up and issuing documents, hereinafter referred to as certification documents, used by the authorities of other EU member states, states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As the case may be, the certification documents are certificates or recommendations.

Online requests for issuing the documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county branch/ of the Bucharest Municipality of OAMGMAMR, to which the applicant is a member. In case the applicant has NOT acquired the status of OAMGMAMR member, the request is submitted online via PCUe to the OAMGMAMR branch within whose territorial area the applicant resides.

In the situation where the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialty structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, they will be sent online to applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
