In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses in Romania, as a competent authority, draws up and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles as general nurse, midwife and nurse, in the other EU Member States.

The activities of attesting Romanian qualification titles as general nurse, midwife and nurse, in the other EU Member States consist in drafting and issuing documents, hereinafter referred to as attestation documents, used by the authorities of other EU member states, countries belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures laid down by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.Where appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian qualification titles, accompanied by the corresponding documents, are sent through PCUe to the county/bucharest branch of OAMGMAMR to which the applicant is a member. In case the applicant has NOT acquired the quality of an OAMGMAMR member, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or if it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be issued at the level of the specialized structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
