In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates etc.) necessary for the recognition for professional purposes of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities of attesting Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of September 7, 2005 on the recognition of professional qualifications, with subsequent amendments and completions. Depending on the case, attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county branch / Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT obtained the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch whose territorial area the applicant resides in.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be transmitted online to applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
