In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States consist of the preparation and issuing of documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with its subsequent amendments and completions. As appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county branch/ the Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT obtained the status of member of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from the notification, the applicant is required to complete the file with all requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be issued at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
