The provisions of this procedure apply to veterinary doctors who are citizens of member states, holders of an official qualification title obtained in the territory of a member state, veterinary doctors who are citizens of member states, the spouse of a Romanian citizen, as well as the direct descendants and ascendants under the care of a Romanian citizen, regardless of their citizenship, citizens of third states beneficiaries of permanent resident status in Romania, in accordance with the legal provisions in force, beneficiaries of resident status granted by one of the member states, according to the provisions of Council Directive 2003/109/EC concerning the status of third-country nationals who are long-term residents, published in the Official Journal of the European Union L 016 of 23 January 2004.

The title of official veterinary qualification is held by the graduate with a diploma, certificate, or other similar document issued by veterinary higher education institutions recognized by the member states.

The term “member states” means the member states of the European Union, another state belonging to the European Economic Area, or the Swiss Confederation, as defined in Government Decision no. 79/2008 amending and supplementing pipeline Government Decision no. 860/2004 regarding the recognition of the qualification of veterinary doctor and regulating certain matters concerning the exercise of the profession of veterinary doctor.

The term “third states” means other than member states and those territories of the member states of the European Union to which Directive 2005/36/EC concerning the recognition of professional qualifications does not apply.

The College of Veterinary Doctors, as the competent authority for the veterinary profession, recognizes official qualification titles by issuing the Decision for recognition of professional qualification.

The recognition of official qualification titles allows access to Romania, after registering with one of the branches of the College of Veterinary Doctors and obtaining the certificate for free practice in the same profession for which the applicant is qualified in the country of origin, as well as carrying out professional activities on echo territory of Romania under requiring conditions for Romanian citizens holding official qualification titles in the profession of veterinary doctor issued by the competent Romanian authorities.

Veterinary doctors who are to practice the profession for an indefinite period on the territory of Romania have the same rights and obligations regarding the exercise of the profession as veterinary doctors who are members of the College of Veterinary Doctors and must know the Romanian language, know and comply with the provisions of current legislation regarding the organization and exercise of the profession of veterinary doctor, administrative rules in the veterinary-sanitary field, the Statute of the veterinary doctor, the Code of Veterinary Medical Deontology, as well as the regulations of the College of Veterinary Doctors.

After obtaining the Decision for recognition of professional qualification, in order to practice the profession of veterinary doctor on the territory of Romania, veterinary doctors have the obligation to register with the College of Veterinary Doctors.

If the applicant wishes to practice in free veterinary medical practice, he/she must also obtain the certificate for free practice, in compliance with legal provisions.

For obtaining\ the certificate for free practice, the applicant must obligatorily prove that he/she possesses Romanian language skills.

Appeal routes

If the applicant is dissatisfied with the result of the verification, they may contest it within 30 days of receiving the communication. For resolving appeals, the Executive Office of the National Council of the College of Veterinary Doctors will designate a commission composed of three members, which will analyze what is mentioned in the appeal and will communicate a response to the applicant within a maximum of 15 days from registration. If the applicant is also dissatisfied with the response to the appeal, they may address the competent court. Additionally, the applicant has the possibility to address the “SOLVIT - Network for solving problems occurring on the internal market” centers.
