Recognition of certificates of competency issued by another state for serving on Romanian flagged vessels - The procedure establishes recognition of certificates of competency issued by another maritime authorities of Member States part of STCW Convention, other than Member States of the European Union or mutual recognition for EU Member States in conformity with provision of Regulation I/10 of STCW Convention and provisions of Directive 2008/106/EC. It will not be recognized the certificates of competency issued by/or under authority of a state which is not part of the STCW Convention. Previously issued endorsements of recognition will not be accepted as a basis for recognition, in conformity with Regulation I/10, by another administration or maritime authority of an another Member State to the STCW Convention. Romanian Naval Authority will submit, on requests, data on the recognition endorsements or copies of those, in conformity with applicable legislation. Recognition of a certificate of competency is authenticated by issuing a recognition endorsement. The application and documents will be submitted at Seafarers Directorate or sent in digital format to rna@rna.ro or electronically by accessing this procedure posted on PCUe. Seafarers presenting for recognition documents issued in conformity with Regulation II/2, II/3, III/2 or III/3 of the STCW Convention must graduate an evaluation test of their knowledges of relevant maritime Romanian legislation or by graduating an approved course.
