The issuance by the Ministry of Education and Research of a certificate required at the Embassy of Romania in Washington for obtaining the "No objection statement (visa J1)"*

In order to issue a certificate required by the Romanian Embassy in Washington for obtaining the "No objection statement", the applicant must submit the following documents to the Ministry of Education and Research:
a. application accompanied by consent for the processing of personal data (predefined form); the document must be completed and signed by the applicant (the signature may be handwritten, electronic, or digital) – Word or PDF documents are accepted;
ATTENTION: unsigned documents will be rejected!
b. statement on own responsibility (sample document); a statement by the applicant or a first-degree relative or an authorized person, authenticated by a public notary in Romania or at Romanian Consulates in the U.S.A. – PDF or JPEG documents are accepted;
c. legible copy of a valid identity document: ID card or passport page with personal data (scanned document) – PDF or JPEG documents are accepted;
d. legible copy of birth certificate and marriage certificate, if applicable,
e. copy of the page with the U.S.A. J1 visa (scanned document) – PDF or JPEG documents are accepted.
Incomplete or non-compliant requests can be completed within 20 working days.
Requests for issuing a certificate may be submitted:
- online, via Single Electronic Contact Point (PCUe) – from accounts accessed through ROeID, eIDAS or ghiseul.ro;
- physically, by mail, courier or direct submission at the Registry of the Ministry of Education and Research at Str. Spiru Haret no. 12, sector 1, Bucharest.
The final document is a certificate issued by the Ministry of Education and Research, exclusively in electronic format, within a maximum of 30 days from receipt of the complete request. The certificate is valid in the academic year in which it was issued (01 September of the current year – 31 August of the following year).
The certificate is sent:
- for requests submitted online, via Single Electronic Contact Point (PCUe);
- for requests submitted physically, to the applicant's email address specified in the application.
