In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States.

The activities for attesting Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of preparing and issuing documents, hereafter called attestation documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.If applicable, the attestation documents are certificates or recommendations.

Online requests for the issuance of the documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via PCUe to the county branch/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired membership in OAMGMAMR, the request is submitted online via PCUe to the OAMGMAMR branch whose territorial area the applicant resides.

In the situation where the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically archived by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure level of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Government Emergency Ordinance No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

OBLIGATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified as “according to the original” by the employer. In the case of employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by additional documents - copies certified as “according to the original” by the employer. In case the applicant cannot provide proof of professional experience, a scanned self-statement will be attached, mentioning this fact. The statement will contain last name and first name, identification data, address, profession and the mention “I declare on my own responsibility that I have not practiced the profession and do not have evidence regarding professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned statement will be attached, in which the last name and first name, identification data, address, profession and the mention will be specified “The undersigned..., I declare that I graduated from ... school/faculty in the year...”.*
