This procedure describes how individuals, citizens of another member state of the European Union or the European Economic Area, can apply for technical-professional certification based on an exam in order to perform the activity of technical expert in constructions in Romania. The technical expert carries out their activity in one of the following forms - employee of a legal entity that includes in its statute activities of technical quality verification of projects, in compliance with legal provisions - authorized, as a natural person, to carry out activities independently - employee of the investor, according to the law. The right to practice is proven by a valid card issued by the competent authority together with the certificate of certification.

Decisions regarding the profession of certified technical expert can be challenged before the Romanian courts of administrative litigation, respecting the material and territorial jurisdiction, as well as the deadlines established by art. 7 and art. 10 of the Administrative Litigation Law no. 554/2004, with subsequent amendments and completions.
