Methodology for the recognition of the status of doctoral advisor at the “1 December 1918” University of Alba Iulia obtained in accredited higher education institutions abroad*

The status of PhD supervisor or habilitation obtained in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of Prestigious Foreign Universities (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities), approved by order of the Minister of National Education and periodically updated, is automatically recognized by higher education institutions, respectively institutions organizing doctoral studies in Romania;
The provisions of this methodology apply to Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries;
THE FILE, PROCEDURE, AND ISSUANCE OF THE RECOGNITION DECISION
The file includes the following documents:
a) the application for the recognition of the status of PhD supervisor or habilitation, drafted according to the model in Annex 1 and signed by the applicant;
b) identity document (a copy with the applicant’s handwritten comment regarding compliance with the original) and proof of name change with respect to the names on the educational documents - copy and certified translation (if applicable);
c) doctoral diploma, if the educational document is obtained in Romania or at one of the accredited higher education institutions mentioned in point I.1 (in copy and certified translation), or the recognition certificate issued by CNRED for the doctoral diploma, if the educational document is obtained at other accredited foreign higher education institutions (certificate in certified copy, accompanied by the doctoral diploma in copy);
d) diploma/certificate attesting the status of PhD supervisor or habilitation, issued by institutions mentioned in point I.1, clearly indicating the field of doctoral studies in which the applicant obtained the status of PhD supervisor or habilitation (in copy and certified translation);
e) curriculum vitae;
f) list of works and scientific contributions, signed by the applicant;
g) receipt for payment of the recognition file processing fee for the status of PhD supervisor or habilitation;
h) for states that are signatories of the Hague Apostille Convention, the educational documents subject to recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; for states that are not signatories of the Hague Apostille Convention, the educational documents must be superlegalized or accompanied by the Certificate of Authenticity issued by the competent authorities in the country of origin.
(3) The documents under paragraph (2) are submitted as simple copies accompanied by the original (for verification of compliance with the original) or as notarized copies.
(4) The file for the recognition of the status of PhD supervisor or of habilitation obtained abroad may be submitted:
- in person, at the General Secretariat of UAB, Alba Iulia, str. Gabriel Bethlen no. 5;
- online, at the address doctorat@uab.ro;
- via the Single Electronic Contact Point (PCUe);
- via postal/courier services at the address: "1 Decembrie 1918" University of Alba Iulia, Romania, str. Gabriel Bethlen no. 5, postal code 510009.
When transmitted via PCUe, the document from letter d) will be issued by the institution where the applicant obtained the status of PhD supervisor or habilitation, with qualified electronic signature.
.Procedure for the recognition of the status of PhD supervisor or habilitation
The commission that evaluates the recognition file and pronounces the solution regarding the recognition request, hereinafter referred to as the Evaluation Commission, consists of 3 members: the Director of the doctoral school in the field for which the recognition is requested (or, if applicable, a member of CSUD) and two members of the respective doctoral school. Additionally, the Evaluation Commission includes an alternate member from the doctoral school in the field for which recognition is requested and a technical secretary. The Evaluation Commission is appointed by Decision of the Director of CSUD (Annex 2).
For the evaluation of the recognition file of the status of PhD supervisor or habilitation, the commission proceeds as follows:
a) verifies the status of the higher education institution that issued the documents subject to recognition and the doctoral study program for which the applicant requests recognition of the status of PhD supervisor or habilitation. If there are doubts about the authenticity and legal issuance of the documents submitted, they are sent to CNRED in electronic format for verification, and CNRED’s finding is binding;
b) rejects the file if the issuing institution of the document attesting the status of PhD supervisor or habilitation does not meet the requirements set in I(1) and (2) of this methodology, or if the doctoral study field in which the status of PhD supervisor or habilitation was obtained does not correspond to the doctoral field within the respective Doctoral School;
c) the Evaluation Commission will prepare a Report, which contains the solution regarding the recognition request (Annex 3) within 30 days from the submission of the file (except where documents require further verification by the competent institutions). The decision of the Evaluation Commission is made by majority vote and sent to the university management.
d) The decision issued by UAB may be appealed within 10 working days from its communication to the applicant. The appeal is submitted to the technical secretariat of the Evaluation Commission and is resolved by the Appeal Resolution Commission. This commission consists of 3 persons designated by the Director of CSUD of UAB, who are members of the doctoral schools of IOSUD-UAB, other than those who composed the Evaluation Commission. The Appeal Resolution Commission’s report is prepared within 5 days from the date of appointment and is final.
e) The recognition decision or non-recognition of the status of PhD supervisor/habilitation is issued by the Rector of the “1 Decembrie 1918” University of Alba Iulia, according to legal norms. The decision is communicated to the applicant: at the university headquarters, during university office hours, by mail to the declared address, electronically to the address indicated in the recognition application, via Single Electronic Contact Point (PCUe), with qualified electronic signature.

FINAL PROVISIONS
(1) Recognition by UAB of the status of PhD supervisor obtained in foreign accredited universities is valid and produces legal effects only at the level of this higher education institution.
(2) Recognition of the status of PhD supervisor or habilitation by IOSUD-UAB does not automatically grant the right to supervise doctorates within IOSUD-UAB. The status of PhD supervisor within a Doctoral School operating within UAB is obtained by following the internal procedures and regulations in force at the date of the request.
(3) This own Methodology of UAB regarding the automatic recognition of the status of PhD supervisor obtained in foreign accredited higher education institutions at the level of the institution was approved by the Senate of the "1 Decembrie 1918" University of Alba Iulia at the meeting on 24.11.2021, on which date it enters into force.

Against the Rector's decision of non-recognition, the applicant may file an appeal with the competent court within 30 days from the date of being informed.
