If the parents had the status of migrant workers, they will submit supporting documents to certify the address (address of the INS—the institution paying the allowance in the country/locality within the E.U. member state) and the insurance number from the E.U. member state where the child was born, as well as a declaration certifying the period they worked, whether they are receiving or have received allowance from that state, and their current place of residence. If the parents have not worked abroad and no documents have been issued to them in the E.U. member state, the applicant will submit a declaration specifying the period spent abroad, that no allowance was received from that state, and their current place of residence.*

For legal representatives who request the establishment of the right to child allowance, according to Law 61/1993 (republished) and whose children are born in one of the member states of the European Union or whose children have lived together with their parents for a certain period in one of these member states, annex no.1 to Council Regulation no.1408/1971 must also be completed and obligatorily attached to the allowance file. Also, persons who have had or have residence in one of the member states of the European Union will also present residence documents, in copy.*
