Individuals/families who own the following are not eligible for emergency aid: buildings or residential spaces other than the domicile and household annexes within the municipality of Constanța (shared ownership shares (percentages) are also taken into account, regardless of their size); bank deposits over 3,000 lei; car(s) and/or motorcycle(s) less than 10 years old, except those adapted for persons with disabilities or intended for their transportation or for dependent persons, as well as for use by persons in hard-to-reach areas; more than one car/motorcycle older than 10 years; vehicles: vans, any type of trucks with or without trailers, caravans, buses, minibuses; motorboats, boats with engines, jet skis, yachts; agricultural machinery: tractor, self-propelled harvester; agricultural processing equipment: oil press, grain mill; wood processing equipment: sawmill or other wood processing machinery powered hydraulically, mechanically, or electrically. Note: immovable assets that are not functional are exempted.*

Certificate issued by the County Pension House for persons who have reached retirement age and do not benefit from a pension;*

Recent medical documents, recommendations from the specialist doctor, accompanied by documents issued by the competent authorities in the field of social health insurance showing that the medical investigations, surgical interventions, medication, medical devices or necessary therapies recommended by the specialist doctor are not covered by the social health insurance system or, if they are partially covered, the amount must be mentioned; a copy of the document on the basis of which approval was granted for treatment abroad, supporting documents regarding the necessary expenses to be made, issued by the medical service provider who will perform the surgery/post-operative treatment, translated by an authorized translator, documents issued by the competent authorities in the field of social health insurance showing that these are not covered by the social health insurance system. Supporting medical documents can also include, as applicable: proforma invoices/fiscal receipts/receipts, certificates issued by health authorities, letters, certificates or medical prescriptions, etc;*

Evidence regarding the payment of funeral expenses in original (expenses for food products are not reimbursed);*

Proforma invoices, receipts, fiscal receipts, estimates for the assessment of expenses for materials and labor required to carry out certain works and/or projects, official reports, resolutions, orders or decisions issued by competent authorities in the field attesting to the existence of an emergency situation such as fires, floods, regarding the status of the property (for example, land registry excerpt), documents regarding the non-coverage or partial coverage of damages issued by insurance agents, copy of insurance policy/contract or, in case the property is not insured, self-declaration, etc.;*

Certificate issued by the County Agency for Employment for adults who do not earn income from salaries, are not of retirement age, or do not have health problems, stating whether they benefit from unemployment assistance and whether they are registered as job seekers and that they have not unjustifiably refused any job;*

The rental contract registered with the National Agency for Fiscal Administration;*

Final court decision of eviction, notice or eviction summons from the bailiff, and certificate showing that they have submitted a file for the granting of social housing;*

Any other documents considered relevant for the settlement of the request and which are not mentioned in this decision.*
