LIMITS: The recognition by ULBS of the doctoral diploma and the doctoral title in sciences or in a professional field obtained abroad has legal effects only within ULBS and is carried out for the purpose of:
- participating in a competition for occupying a vacant teaching position within ULBS
- participating in competition committees for occupying teaching and research positions within ULBS
- participating in evaluation committees of doctoral theses;
- participating as a "guest professor" in various scientific and/or teaching activities within ULBS
- complying with the provisions of current legislation and the decisions of the ULBS Senate.
In the case of doctoral study programs jointly organized by accredited higher education institutions from Romania and abroad, completed with the issuance of the doctoral diploma by each institution, the diploma issued by the foreign institution is not subject to the recognition procedure, and the diploma issued by the Romanian higher education institution grants all the rights provided by law.

The appeal against the decision of the ULBS Rector not to issue the recognition certificate must be submitted to the ULBS Registry or on the PCUe platform within 15 working days from the notification of the applicant through a reasoned request (attached model). Appeals are analyzed and resolved by an appeal resolution committee appointed by the Rector's decision, which will reassess the file and propose a solution within 5 working days from registration.

The ULBS refusal to issue the recognition decision can be challenged under the provisions of Law no. 554/2004 on administrative litigation.
