This procedure regulates the issuance of the technical approval by the chief architect for urban planning and territorial arrangement documentation by the Maramureș County Institution. The structure in charge of the request is the Document Reception Department.

For the issuance of the technical approval, the applicant will contact the Maramureș County Council by submitting the following documents electronically: - Application for issuing the technical approval - form;
- Urban planning certificate;
- Opportunity approval (if applicable);- proof of ownership of the property, land and/or buildings (if applicable);

- Foundation study;
- Approvals/ agreements/ etc.- The report on informing and consulting the public regarding PUZ proposals is to be made before sending the documentation through the technical approval circuit;

- Urban planning or territorial arrangement documentation;

- Proof of payment of the legal fee (copy). Payment can be made via OP to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare Treasury.
- Other documents the applicant considers necessary (optional).
Issuance of the approval is conditional on submitting, by post, at the issuer's headquarters, the original documents, if they do not have an electronic signature.

The substantiation of the proposals within the documentation is based on substantiation studies, which are specialized works through which analyses and proposals for solving the problems of the territory and localities are made, by domains, their results aiming to support the proposals for regulating the development of the administrative-territorial units, which are formulated through the basic documentation. The substantiation studies must present conclusions based on the analysis of updated data, no older than 3 years from the date of preparation. Previous studies, research, and projects may be used only if the information they provide has not lost its validity.*

The permits and approvals regarding the territorial planning and urbanism documentation are issued in order to achieve consistency between the proposed territorial development plans and the development policies and sectoral strategies at national, regional, county, and local level, as well as with the specific legal provisions. The list of permits and approvals required for the approval of territorial planning documentation is established in compliance with the legal provisions in force in the fields of territorial planning and urbanism and related fields, in accordance with the specifics of the territory that is the subject of the planning documentation. For P.U.G.-type documentation, the list of permits and approvals required for approval is established by consulting the specialized structure at the county level. 2.
