Through this procedure, the status of doctoral supervisor obtained at an accredited university institution abroad is automatically recognized within the Institute of Business Administration in Bucharest.
The procedure applies to Romanian citizens, citizens of European Union member states, the European Economic Area, the Swiss Confederation, and third countries, who have obtained the status of doctoral supervisor in accredited university institutions from European Union member states, the European Economic Area, the Swiss Confederation, and prestigious universities from other countries listed in the List of Prestigious Universities from Other States approved by the Order of the Minister of National Education no. 5462/2018 and updated periodically, as well as from other accredited university institutions abroad than those mentioned, only based on an international mutual recognition agreement concluded at intergovernmental or inter-university level.
Only in the case of temporary exercise do the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved, vacant, or temporarily vacant teaching positions are covered with priority by the tenured teaching staff of the institution or associated teaching staff.
The exercise of the rights conferred by the status of doctoral supervisor and the occupation of a teaching position in the Romanian education system are carried out according to the legal norms in force.

The status of doctoral supervisor is found at position no. A8 in Annex no. 2 of Law no. 200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*

Appeal routes
The appeal is filed with the Institute, within 15 calendar days from receipt of the decision of non-recognition; subsequently, the Institute’s decision can be challenged in court.
