The allowance for raising children up to 2 years old, or 3 years old in the case of a disabled child, is a form of support to which persons are entitled who, in the last 24 months prior to the child's birth, have earned income for at least 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, as subsequently amended and supplemented - income subject to taxation, or have found themselves in one or more of the situations called assimilated periods. Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

The application is to be submitted after the end of the maternity leave (a mandatory period of 42 days after birth), within 60 working days.
In the case of Authorized Natural Person (PFA):
- Certificate from the Health Insurance House (C.A.S) indicating the period during which the maternity allowance was paid (pregnancy + confinement) or a statutory declaration stating that you did not receive the maternity allowance
- Certificates from the Arad Public Finances Administration showing the income earned in the last 2 fiscal years prior to the date of the child's birth or, where applicable, proof of the income calculated for the purpose of advance payment of tax
- Tax assessment decisions from the Public Finances Administration for the last 2 fiscal years prior to the child's birth, indicating the start date of the activity
- Single Declaration for the last 2 fiscal years prior to the date of the child's birth
- Decision of suspension or cessation of activity, declaration 070 from the Arad Public Finances Administration
For students, university graduates, pupils, etc.:
- CERTIFICATE ISSUED BY THE EDUCATIONAL INSTITUTION ATTESTING FULL-TIME ATTENDANCE WITHOUT INTERRUPTION, UNTIL THE DATE OF THE REQUEST IN THE YEAR PRIOR TO THE DATE OF THE CHILD'S BIRTH OR DIPLOMA OF GRADUATION ACCOMPANIED BY THE TRANSCRIPT OR CERTIFICATE ISSUED BY THE HIGHER EDUCATION INSTITUTION IF THE FACULTY WAS GRADUATED IN THE YEAR PRIOR TO THE DATE OF THE CHILD'S BIRTH IF THE APPLICANT IS IN ONE OF THE ASSIMILATED PERIODS
- STATUATORY DECLARATION THAT NO INCOME SUBJECT TO TAX IS OBTAINED
In the case the father applies for the child raising and care allowance, a certificate from the mother's employer is also required, specifying the period during which the maternity allowance was paid, i.e., prenatal and postnatal leave, or a statutory declaration stating that the maternity allowance was not received.*
