(except in the case where the construction permit is requested for the realization and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, para. (2, letter a) of Law 138/2004, as subsequently amended and supplemented); (with the exception of requests for the works provided in art. 7 para 1 4 of Law 50/1991 regarding the authorization of construction works, republished); (with the exception of public utility investment works)*

Government Decision/ County Council/ Local Council regarding the declaration of public utility of investment objectives of national/county/local interest, under the conditions of the law, as appropriate*

The favorable opportunity notice from the County Council/Local Council for the extension of the built-up area, in the case of land located outside the city limits, for which a PUZ preparation is requested and the request for PUD from the municipality for lands located within the built-up area.*
