Terms and conditions for API usage and content listing 

This page sets out the conditions under which public institutions may publish information, services, and digital content on the ROePAS platform, as well as the conditions for integrating IT systems through API.

Definitions

Platform – the website https://roepas.ro and its related technical infrastructure.
Public institution – any local or central public authority or public institution regulated by the legislation in force in Romania.
Published content – informative pages, administrative procedures, electronic services, documents, forms, or other materials provided by institutions through the platform.
API (Application Programming Interface) – the technical interface made available by the platform for the automated integration of institutions’ IT systems and for data exchange.
Procedure – an administrative service or formal process through which citizens or companies may request the issuance of a document, permits, information, or other services offered by public institutions.
Institution administrator – a user designated by the public institution to manage the institution’s account within the platform.

Eligibility for Publication

The following may publish information and services on the platform:

  • central public authorities;

  • local public institutions;

  • entities subordinated to them;

  • institutions financed from public funds;

  • other entities providing public services under applicable legislation.

The publication of information and services is carried out following acceptance of these terms and validation of the institution’s identity.
The Platform reserves the right to verify the identity of the institution and the legitimacy of its representative before activating the institutional account.

Institution Enrollment

In order to publish services or information on the platform, public institutions must complete the enrollment process.

The enrollment process includes:

  • authentication of the institution’s representative through the ROeID digital identity system;

  • completion of the platform enrollment form;

  • submission of documents attesting the representative capacity of the institution’s representative;

  • validation of the request by the platform administrators.

After approval of the request, the user who completed the enrollment becomes the institution administrator within the platform and may configure procedures, departments, and institution users.
The Platform may request additional information or documents to validate the institution.

Conditions Regarding Published Content

The public institution declares and warrants that:

  • the published information is accurate, up to date, and compliant with the legislation in force;

  • it holds the legal right to publish the submitted content;

  • the content does not infringe copyright or other legal rights;

  • no personal data is published without a legal basis;

  • the information complies with the rules on decision-making transparency and access to information of public interest.

The Platform may request clarifications or may suspend the publication of content that does not comply with these conditions.

Responsibility Regarding Data

The public institution is responsible for:

  • the legality of the published content;

  • updating the information;

  • the accuracy of the data provided;

  • compliance with personal data protection legislation.

The Platform acts as a technical intermediary and does not assume responsibility for the accuracy of the information provided by institutions.

Technical Standards and Accepted Formats

Published content must comply with the technical standards established by the platform, including:

  • standard digital formats for documents;

  • clear and consistent data structures;

  • minimum digital accessibility requirements, where applicable;

  • technical requirements for the integration of IT systems.

Institutions are responsible for complying with these standards when integrating their own systems.

Interoperability and Digital Identity Requirements

Institutions that integrate their own IT systems with the platform must ensure compatibility with the digital identity mechanisms used by the platform.

These include:

  • the ROeID system for the authentication of Romanian citizens;

  • the eIDAS infrastructure for the authentication of citizens from other Member States of the European Union.

Institutions that use their own portal for initiating procedures are responsible for implementing these authentication mechanisms in accordance with the applicable technical standards.

API Integration

The Platform may make APIs available to institutions for:

  • the automatic publication of information;

  • database synchronization;

  • the display of digital services;

  • the transmission and updating of request statuses;

  • the exchange of metadata and documents.

API access is granted based on secure authentication.

Types of Integration

Institutional services may be integrated into the platform in one of the following ways:

Procedures managed exclusively within the platform
The request is initiated by the citizen within the platform, and its processing is carried out by the institution in the platform’s administrative module.

Procedures integrated with the institution’s IT system
The request is initiated within the platform, and processing is carried out in the institution’s IT system through API integration.

Procedures available in the institution’s portal
The Platform displays information about the procedure, and the citizen is redirected to the institution’s portal to initiate the request.

Interoperability and Exchange of Evidence

The Platform may use interoperability mechanisms for the automatic exchange of documents between institutions, including integration with the Once-Only Technical System (OOTS).

Request Management

The Platform manages the lifecycle of requests submitted by users to institutions.
Requests may have several operational statuses, such as: initiated, taken over, clarifications requested, resolved, closed, or expired.

Fees and Payments for Services

For procedures involving the payment of fees, the platform may integrate electronic payment mechanisms, including Ghiseul.ro.

Management of Institution Users

Institutions may manage internal users within the platform.
The institution administrator may create user accounts with different roles, such as institution administrator, operator, clerk, or department manager.

Language of Services

Institutions must ensure, where applicable, the availability of information also in English in order to allow access for citizens from other Member States of the European Union.

Limitations and Security

The Platform may apply traffic limits, monitoring mechanisms, and audit measures.
Institutions are responsible for securing their own infrastructure.

Suspension or Termination of Access

The Platform may suspend an institution’s access in the event of breach of the terms, submission of illegal content, or identification of security vulnerabilities.

Intellectual Property

Institutions retain the rights to the content they submit.
The Platform receives a non-exclusive right to display such content.

Liability

The Platform does not guarantee uninterrupted operation and is not responsible for errors generated by external systems.

Data Protection

Any processing of personal data must comply with Regulation (EU) 2016/679 (GDPR).

Amendment of the Terms

The Platform may update these terms and conditions.

Notification of Amendments

Institutions will be informed through official notifications, publication in the technical documentation, or a change log.
