Granting state allowance for children*
The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18, who attend high school or vocational education courses, organized according to legal provisions, until completion, except for those who repeat the school year, except for those who repeat due to health reasons, proven by medical certificate.
Children of foreign citizens and stateless persons, resident in Romania, under the law, are also entitled to the state allowance for children, if they live together with their parents.
This right can be requested by either of the child's biological parents, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Granting the right to persons classified with severe handicap with a personal assistant to hire a personal assistant, as well as monitoring the activity of personal assistants*
Persons classified as having a severe disability with a personal assistant are entitled to be provided with the employment of a personal assistant paid by the local public authorities, to facilitate equal opportunities, ensure an autonomous life, and promote social inclusion. The social benefits and vulnerable persons service has the obligation to take the necessary measures to ensure the employment of personal assistants for all persons in need, classified as having a severe disability with a personal assistant, without any discrimination. The same service also monitors the activity of personal assistants.
To be employed as a personal assistant, the applicant must have domicile or residence within the territory of Constanța municipality.

Granting leave and monthly allowance for child raising*
The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which are entitled persons who, in the last 24 months prior to the child’s birth, have obtained for 12 months income from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 on the Fiscal Code, with subsequent amendments and completions – income subject to taxation, or have been in one or more of the situations referred to as assimilated periods. Either of the natural parents of the child may benefit from this right, as well as the person who has adopted a child, provided that the eligibility criteria are met.

Granting the monthly allowance to persons with severe disabilities*
Persons classified with a severe disability grade with a personal assistant have the right to be provided with employment of a personal assistant paid by the local public authorities or to be granted a monthly allowance in case they give up the employment of a personal assistant; the allowance is equivalent to the net salary of a beginner social worker with secondary education in budgetary units, other than those with beds.
The social benefits and vulnerable persons service has the obligation to take the necessary measures to ensure the granting of the allowance equivalent to the net salary of a beginner social worker with secondary education in budgetary units, other than those with beds, to all persons in need, classified with a severe disability grade with a personal assistant, without any discrimination.
To benefit from the monthly allowance, the applicant must have their domicile or residence in the area of Constanța municipality.

Granting family support allowance*
The family support allowance is a form of aid for low-income families who are raising and caring for children up to 18 years old and is granted by the order of the mayor of Constanța municipality.
The granting of the family support allowance aims to supplement the income of families in order to ensure better conditions for the upbringing and education of children, as well as to encourage school-age children, who are in the care of low-income families, to attend a form of education organized according to the law, in accordance with art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions;

Carrying out the necessary social investigations for the purpose of complex assessment*
According to the provisions of Decision no. 430/2008 for the approval of the Methodology regarding the organization Sop Functioning of the Evaluation Committee for Adults with Disabilities, persons who are to submit a file for classification into a degree of disability, at the DGASPC registry - the Evaluation Committee for Adults with Disabilities for the county in which they reside, also require a social investigation carried out by the specialized social service within the town hall in Administrație where the person with disabilities has their domicile or residence, according to the model provided in Annex no. 6 to the Government Decision.
The social benefits and vulnerable persons service has the obligation to take the necessary measures to carry out social investigations at the domicile of all applicants who have their domicile or residence within the territory of Constanța municipality.

Granting facilities for public passenger transport for the beneficiary categories of persons from the municipality of Constanța*
Procedure description: this procedure regulates the method of obtaining facilities for public passenger transport for the eligible categories of people from the municipality of Constanța, as follows: persons over 70 years old, regardless of income, pensioners with pensions up to 1450 lei (inclusive), and persons over 60 years old who do not have any income.

Granting insertion incentive*
Eligible persons (who, for 12 months out of the 2 years prior to the child's birth, have had income from salaries, income from independent activities, income from agricultural activities, or have been in one or more of the situations called assimilated periods) who, during the period they are entitled to childcare leave, obtain taxable income have the right to an insertion incentive in the monthly amount of 50% of the minimum monthly childcare allowance.
For persons who obtain taxable income at least 60 days before the child turns 2 years old, or 3 years old in the case of a child with a disability, the granting of the insertion incentive is extended until the child reaches the age of 3, or 4 in the case of a child with a disability.
Either biological parent of the child, as well as the person who has adopted a child, can benefit from this right, provided they meet the eligibility criteria.

Granting timber resulting from the activity of cutting dry trees from the public or private domain of the municipality of Constanța*
Can benefit from wood resulting from the activity of cutting dry trees on the public and private domain of the municipality of Constanța families or single persons, belonging to vulnerable groups, who cumulatively meet the following conditions: have residence in the municipality of Constanța according to a valid identity document; have a cumulative net income per family member lower or equal to the amount of 615 lei; do not own a property deed for the space where they actually live; do not own movable or immovable assets that could exclude them from accessing this social benefit; do not benefit from heating aid in accordance with the provisions of O.U.G. no. 70/2011 regarding social protection measures during the cold season; have wood heating as the only source of heating in the home. The allocated quantity is 1,500 kg and is granted to the beneficiary only once in a calendar year.
Priority for granting wood is given to beneficiaries in the following situations: have serious health problems proven by medical documents; have children attending school courses, adult pupils or students; live in conditions unsuitable for a decent living; single-parent families; single women.

Granting educational incentive in the form of social tickets for kindergarten*
Social vouchers for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool education units and who are at risk both of dropping out and of not attending preschool classes due to limited access to economic resources and education. The minimum monthly nominal value of the educational incentive, granted in the form of social vouchers for kindergarten, is 50 lei/month.
The social voucher for kindergarten is granted to children from disadvantaged families, provided the following criteria are cumulatively met:
- the child is enrolled in a preschool education unit, and the monthly income per family member is up to twice the guaranteed minimum income level for a single person, as provided by Law no. 416/2001 regarding the guaranteed minimum income, with subsequent amendments and completions.

Granting aid for heating the home*
This Government Emergency Ordinance no. 70/2011 aims to regulate the granting of certain social protection measures to the population, represented by monthly aids for covering parts of the expenses related to home heating during the cold season, as well as the manner of billing and payment for thermal energy.

Granting emergency aid*
Families and single persons who have their domicile or residence in the municipality of Constanța, whose net monthly incomes are lower than the expenses necessary to overcome the situation for which aid is requested, and who are in one or more of the following situations of socio-economic vulnerability that may lead to the risk of social exclusion, may benefit from emergency assistance: have serious health problems proven by medical documents; have been evicted/are at imminent risk of eviction; a person from the social aid beneficiary family or from a low-income family who did not receive funeral aid from another institution has died; have children attending school courses, adult pupils or students, for the purpose of: paying school fees and/or other expenses incurred by attending an educational institution, purchasing supplies and/or clothing for them or paying expenses occasioned by participating in a certain competition or in the award ceremony for a prize won; live in conditions unsuitable for a decent living, in houses degraded due to extreme poverty and need support to improve living conditions, for housing repairs and for connection to water and electricity networks or are homeless; are in situations of necessity as a result of the destruction of real estate and movable property caused by fires or floods.
Emergency aid cannot be granted to single persons/families who own one or more of the following assets: buildings or other living spaces outside the domicile and household annexes; fence land for the house and the related yard and other intravilan land exceeding 1,000 sqm; car/cars and/or motorcycle/motorcycles less than 10 years old except those adapted for persons with disabilities or intended for their transportation or for dependent persons as well as for the use of persons in hard-to-reach areas; more than one car/motorcycle older than 10 years; vehicles: vans, any kind of trucks with or without trailers, caravans, buses, minibuses; bank deposits with a value of more than 3,000 lei (in which case a statement on one's own responsibility will be given referring to the provisions of art. 326 of the Penal Code regarding false statements).
