Procedure regarding the social assessment of persons requesting a certificate as a professional maternal assistant*

This procedure refers to the social assessment of persons requesting the AMP certificate.
The professional maternal assistant is the natural person, certified under the law, who ensures, through the activity carried out at their home, the upbringing, care, and education necessary for the harmonious development of the children they receive in foster care.
Only persons who meet the following conditions can be certified as professional maternal assistants:
a) have full legal capacity;
b) through their behavior in society, health status, and psychological profile, provide guarantees for the correct fulfillment of the obligations incumbent on a parent regarding the upbringing, care, and education of their children;
c) have at their disposal a dwelling that covers the needs for food preparation, hygiene, education, and rest for its users, including the children who are to be received in foster care;
d) have attended the professional training courses organized by the public specialized child protection service or the authorized private body that conducts the evaluation for granting the professional maternal assistant certificate.
Cannot be a professional maternal assistant:
a) the person who has been convicted by a final court decision for committing an intentional crime;
b) the parent who has been deprived of parental rights or whose child has been declared abandoned by a final court decision;
c) the person suffering from chronic communicable diseases.
1. Recruitment of professional maternal assistants:a. The applicant will submit a request to the Registry of DGASPC Timiș, in which they will also mention the reasons for wanting to become a professional maternal assistant.
The request will be accompanied by: the applicant’s curriculum vitae;a copy of the identity document (with permanent residence in Timiș County);a copy of the diploma of the last school graduated (the applicant must be a high school graduate);criminal record;medical certificate showing they do not suffer from communicable, infectious-contagious, or mental illnesses;
b. The request will then be referred to the Head of the Case Management Service for the Child.
c. The requests will be assigned to the case manager, who is obliged to inform the applicant about: - The steps of the evaluation process; - The rights and obligations of the AMP; - The minimum mandatory criteria provided by law.
2. Evaluation of applicants:
a. After making the evaluation request, within 10 days from its registration, the applicant will receive a confirmation response and the name of the designated case manager. The applicant's request will be resolved within 90 days.
b. The designated case manager will check the following aspects:
1. Material conditions
2. Health status
3. Moral profile
4. Parental skills
5. Others.
The case manager will draw up the intermediate evaluation report, which will determine whether the conditions are met for proceeding to the next stage – the training process. d. The psychologist designated by the Psychological Counseling Service will carry out the psychological assessment to evaluate the applicant's parental capacities and moral guarantees. e. The psychologist will quantitatively and qualitatively interpret the information obtained and will draft the psychological profile, which completes the initial assessment report. · Responsible – the case manager and the psychologist
3. The training process (part of the evaluation process):
a. Selected applicants will compulsory participate in the minimum mandatory module, which includes the topics approved in accordance with the curriculum developed by the National Authority for the Protection of the Child and Adoption,
b. Upon graduation of the course, applicants will take an examination consisting of two tests (written and interview)· Responsible – the course organization team and the lecturers designated within the curriculum - Duration – minimum 60 hours 4.
Final evaluation for certification:
a. The case manager will draft the certification report, which will be based on the intermediate evaluation report (minimum 2 visits);
b. The psychologist will draft a psychological evaluation report for certification, following the psychological testing of the applicant and his/her spouse.
c. Presentation of the certification file to the Child Protection Commission. · Responsible - the case manager and psychologist, designated by the head of the service

1. Recruitment of professional maternal assistants;
2. Initial evaluation of the applicants;
3. The training process (part of the evaluation process);
4. Final evaluation for certification.
