The “Professional Scholarship” is a national social program that addresses all students attending professional education and consists of monthly financial support.
Children of foreigners who benefit from a form of protection in Romania, as well as those of foreigners, citizens of the European Union/European Economic Area, and of the Swiss Confederation with the right of residence/stay on the territory of Romania, who attend professional education, also benefit from the “Professional Scholarship”.
Students in professional education cannot simultaneously benefit from the “Professional Scholarship” and the financial support granted to students within the National Social Protection Program “High School Money”.
At the level of the Ministry of Education, a national commission for monitoring the granting of the “Professional Scholarship” is established.
*The national program Money for high school*
The Ministry of Education has been running for over 12 years the national social protection program "High School Money", through which it provides financial support for students in high schools and schools of art and crafts.
For students who wish to obtain this financial support, we have launched the High School Money portal, which, together with the discussion forum dedicated to this national program, represents an efficient means of information.
The beneficiaries are students who are supported by families whose gross monthly income per family member, earned in the last 3 months prior to submitting the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or curatorship, in case the income condition specified above is met.
The documents will be submitted as copies, provided that, upon submitting the application, the applicant also presents the original documents.
IMPORTANT!
By adopting Government Decision 712/2018 (available attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, throughout the duration of the courses, provided all the stipulated legal conditions are met, the amount of 250 lei/month.
In addition to the indexation of this amount (from 180 lei/month), the value of the maximum threshold for granting the scholarship has also been increased from 150 lei to 500 lei/family member, given the need to correlate the support threshold with the current economic situation.
The Second Chance Program*
The "Second Chance" program is addressed to adolescents, young people, adults, coming from diverse social backgrounds and of various ages, who have not attended or have not completed primary and lower secondary education. The program offers these categories of people the possibility to continue and complete compulsory education without being forced to interrupt any professional or family activities they may be involved in.
The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a professional training component.
There is no upper age limit for those who wish to enroll in this program. The condition is that they have exceeded by at least 4 years the age corresponding to the grade and find themselves in the following situations:
For the Second Chance – primary education program:
- they have not participated at all in formal – school education;
- they were enrolled, but abandoned primary education – regardless of the moment and reasons for abandonment;
- they have not graduated primary education by the age of 14.
For the Second Chance – lower secondary education program:
- they have completed compulsory primary education (including in the Second Chance system) but did not continue their education further
or:
- they have completed part of the grades corresponding to lower secondary education (V, VI or VII), but abandoned school during this cycle of education – regardless of the moment and reasons for abandonment.
The Second Chance program is a flexible program, so as to motivate learners and determine them to complete it, to offer more autonomy to schools regarding its implementation, but also the necessary support to all those involved, through teacher training programs and educational materials for students and teachers. Through the program, innovative elements were introduced in the educational process, such as: modular curriculum and credit system for basic education, evaluation, certification and recognition of competencies previously acquired by learners, ensuring an individualized training program.
Enrollment in the Second Chance program can be done each year in two sessions: October and February.
Students enrolled in the program can have very different levels and expectations. The new program ensures a transparent offer of modules that students can follow in order to form skills, as a result of participating in learning activities through cooperation, in real contexts and with tasks and assignments that meet their interests and needs.
Learning will take place in small groups (8-15 students in each class). Courses can be conducted according to several schedule options (during the week in the afternoon or evening, Saturday or during school holidays, etc.) depending on the possibilities of learners and teachers. Individual consultation hours are planned for the students.
The program has a flexible duration. The average schooling duration (2 years for primary education, and 4 years for lower secondary education) can be reduced for each student individually, depending on proven competencies, both in the field of basic education and professional training.
Graduates have the right to continue their studies, according to legal provisions, as follows:
Graduates of the Second Chance Program - primary education can continue their studies in lower secondary education;
Graduates of the Second Chance Program - lower secondary education can continue their studies in upper secondary education (upper cycle of high school) or can participate in practical training stages, after which they have the possibility to obtain a Level 3 Professional Qualification Certificate.

The Ministry of National Education informs that, in order to include children aged between 3 and 6 years in preschool education, the following steps will take place, successively, in each educational unit:
- re-enrollment of children attending kindergarten this school year who wish to attend in the 2018-2019 school year as well - will begin on May 7;
- enrollment of new children will take place starting May 21.
The schedule for re-enrollments and enrollments will be set by the management of the educational unit and will be posted, in a visible place, in each kindergarten for the information of parents and interested public, including on its website (if available), and possibly on the websites of the school inspectorates.
Filling the available seats, after the completion of the re-enrollment process, will generally be done in descending order of age groups, as follows: upper group (5-year-old children), middle group (4-year-old children), and lower group (3-year-old children). Based on Government Decision no. 1.252/2012 and within the available places, children aged between 2 and 3 years may also be enrolled in the lower group.
If, in an educational unit, the number of enrollment applications exceeds the number of available seats, general separation criteria and specific separation criteria will be applied successively.
The general separation criteria are as follows:
- the existence of a document proving that a child is orphaned by both parents (the situation of a child coming from an orphanage/a placement center/foster care is assimilated to the situation of a child orphaned by both parents);
- the existence of a document proving that the child is orphaned by one parent;
- the existence of a brother/sister enrolled in the respective educational unit;
- the existence of a medical certificate attesting the degree of disability of the child.
The specific separation criteria (drawn up by each preschool educational unit, approved by its Board of Administration and endorsed by the County/Bucharest School Inspectorate by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, the specific separation criteria will only be applied after the general criteria have been exhausted.
To ensure the transparency of the re-enrollment/enrollment process, the managements of the preschool educational units will visibly display, for all interested, the following information:
- the institution's capacity (number of children for which it was designed);
- number of places approved by the schooling plan for the 2018-2019 school year (by age groups: lower, middle, upper);
- general and specific criteria for children's enrollment;
- number of children re-enrolled/enrolled daily (during the established period) out of the total available.

*Special education*
Special and integrated special education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to the degree of disability and their development needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.
Inclusive education was adopted in Romania as early as the 1990s by respecting diversity, initiating and practically realizing access and participation in education and social life for all categories of children. Today, approximately half of students with disabilities are educated in mainstream education.
The legislation in the field of special education was conceived so as to respond to a wide and very varied range of special situations. Taking this reality into account, special, integrated special and inclusive education has been organized at all levels of pre-university education, depending on the type and degree of disability.
Special educational units for students with sensory impairments apply the mainstream school curriculum. These units retain only the structure and organizational form according to the special education system, and in content, school training and specialization are similar to mainstream schools. Special technological high schools, special high school classes, and special post-secondary classes are organized following the mainstream school model (content, profiles, specializations, outcomes, objectives and/or competencies). What remains specific to these units are the strategies, means and methods of teaching/learning.
Upon graduation, students of these special educational units take national exams (tests, baccalaureate or graduation exam) just like all graduates from mainstream education. For them, there are provided facilities and adaptations in the methodologies for organizing and conducting exams.
For each student with severe, profound or associated disabilities, a personalized intervention plan is developed with specific objectives to their psycho-individual development needs and possibilities.
Students with special educational needs benefit from adaptations in examination procedures even in current assessments.
