The procedure refers to the authorization of legal entities that install and/or operate cost distribution systems for heating in condominium buildings. Applicants must submit documentation prepared in accordance with the provisions of Articles 7-9 of ANRE Order no.53/2017. The documentation submitted by applicants is analyzed by the Authorization Committee for legal entities that carry out installation and operation activities of cost distribution systems for heating and domestic hot water in condominium buildings.

Appeal routes
The decision regarding the refusal to grant the authorization can be contested within 3 days from the date of communication. For resolving the appeals submitted by interested parties, a commission for resolving them is constituted, when necessary, appointed by Decision of the head of ANRE-DEE. Applicants dissatisfied with the results of the appeals can address the administrative litigation courts, according to the law.
