The procedure describes the method of obtaining the agreement for the temporary occupation of land belonging to the Constanta municipality - construction site organization, occupation of public domain with scaffolding, fencing of public domain

Applications accompanied by the documents listed therein are submitted to:

1. The Information Center for Citizens located at Bd. Al.Lăpuşneanu no. 116C (City Park Mall premises - first floor, new wing), phone 0241 485 565.


2. Online, to the email address: contracte@primăria-constanța.ro
- the fee for the municipality of Constanta is 2.12 lei /sqm/day;

- the fee for the use of public places belonging to the municipality of Constanta, in Mamaia Resort and Sat Vacanta is:


● during the periods 01 January – 30 April and 01 October – 31 December of 2.12 lei/sqm/day;

● during the period 01 May – 30 September of 4.25 lei/sqm/day;


- the agreement for temporary occupancy of lands belonging to the municipality of Constanta for site organization based on the construction permit, occupation of the public domain with Penal, fencing for the protection of the public domain related to buildings until the rehabilitation of these is completed, shall be issued within the legal deadline (30 days);

After the registration of the application and on-site verification, you will receive an email with the amount and payment details.

An agreement will be issued within 30 days from armed receiving the application.
