The Civil Status Service issues upon request multilingual extracts from civil status documents regarding birth, marriage, or death. These are documents that have the same evidential value as civil status certificates and are used by holders and entitled persons before foreign authorities in countries that are parties to Convention no.16 of the International Commission on Civil Status signed in Vienna on September 8, 1976, to which Romania acceded in 2012 (Law no.65/2012).
Multilingual extracts of civil status documents issued under the terms of Convention no.16 by the competent authorities of the contracting states are recognized without translation, legalization or any other equivalent formality and are used under the same conditions as civil status certificates within the territorial scope of the Convention.

This procedure regulates the manner of issuing the certificate of urbanism for construction/demolition/drafting PUZ, PUD within the City Hall of Constanța Municipality.
PRECIZĂRI
Art. 19, para. (2) of the Methodological Norms for the application of Law no.50/1991, approved by MDRL Order no. 839/2009, establish that the certificate of urbanism is an information document regarding the legal, economic, and technical regime of the property, as well as the specific urban requirements of the site, determined in accordance with the provisions of the approved and endorsed urban documentation, a document that is issued, upon request, to any applicant - natural or legal person - and for which it is not necessary to present the title of the property or any other document attesting the right of ownership.
The issuance authority is prohibited from conditioning the issuance of the certificate of urbanism on the prior preparation of urban documentation for the property in question, as well as any other technical documentation defining the purpose of the request.
Under these conditions, for the purpose of detailing the proposed urban intervention, other documents drawn up by a designer, consisting of plans on cadastral support showing the situation of existing and proposed constructions, and a technical memorandum describing in detail the proposals from the plans with an estimation of the impact of the proposed works on the neighbors, may be attached to the mandatory legal documentation; These plans are optional and have the sole purpose of providing information regarding the investor's intentions, and cannot be endorsed as unchangeable;.
The plans to be endorsed as unchangeable will be cadastral plan extracts on orthophotoplan or other plans issued/endorsed by the Constanța Office of Cadastre and Real Estate Publicity, highlighting the cadastral plots for which the certificate of urbanism is requested.
In the case of properties registered in the records of cadastre and real estate publicity, plans for zoning at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as appropriate, issued at request, by the Office of Cadastre and Real Estate Publicity (OCPI), with the condition that these include a highlight of the cadastral plots for which the certificate of urbanism is requested, but do not contain proposals regarding constructive interventions at the plot level, can be endorsed as unchangeable as an annex to the certificate of urbanism. These endorsed plans may be used in the documentation required to obtain the approvals requested through the certificate of urbanism.
The boards containing intervention proposals, requested by institutions authorized to issue the necessary approvals, will be drafted on the topographic support endorsed by OCPI to be used for obtaining the construction permit, together with the plans endorsed as unchangeable as annexes to the certificate of urbanism, as mentioned in the previous paragraph.

Information regarding the circulation of certain public documents between Member States
Under the Regulation, which promotes the free movement of citizens, starting February 16, 2019, certain public documents and their certified copies are exempt from the requirement of legalisation and apostille formalities for use in European Union Member States.
Thus, for these documents, you may request a multilingual standard form, to avoid the need for translation and apostille. The exemption from the requirement of legalisation and apostille formalities applies only to documents and their certified copies issued by the public authorities of a Member State and presented to the public authorities of another Member State. The documents are as follows:
- documents issued by a court or by a court official;
- administrative documents;
- notarial acts;
- official certificates attached to private documents;
- diplomatic and consular documents.
In addition, the exemption applies exclusively to documents establishing one or more of the following elements:
- birth;
- death;
- the fact that a person is alive;
- name;
- marriage, including capacity to marry and marital status;
- divorce, legal separation, or marriage annulment;
- registered partnership, the capacity to enter into a registered partnership, and status of registered partnership;
- dissolution of a registered partnership, legal separation, or annulment of a registered partnership;
- parentage or adoption;
- domicile and/or residence;
- citizenship;
- absence of a criminal record;
- the status of candidate or participation in elections to the European Parliament or in local elections in another Member State.
Highlighted items indicate the existence of a multilingual standard form for these documents. Please note that not all standard forms are issued in all Member States.
The multilingual standard form can be used only in another Member State and must be presented together with the official document it accompanies.
When a Member State allows for the presentation of a certified copy of a public document instead of the original, the authorities of the respective Member State must accept a certified copy prepared in the Member State in which the document was issued.

Upon submitting the documents, the minor will be obligatorily accompanied by one of the parents or, as the case may be, by the legal representative, the person designated from the specialized center under the authority of the public social assistance service, or by the person to whom the minor has been entrusted for placement.

For the exhumation of a corpse in the period between 1 and 7 years after burial, the applicant for the funerary construction must obtain the consent of another concessionaire who agrees to the temporary relocation of the coffin in the latter's place for the period during which the funerary work is carried out, with the coffin to be reburied in the new funerary construction.

For the minor accompanied by only one parent, the statement of the other parent (by which they agree to the issuance of the identity document), authenticated at the Romanian diplomatic mission in the state where they are, at the notary public in the country, or at the competent foreign authorities (translated and legalized according to the legal norms in force), must be presented.
Observations:
- The images of the papillary prints are not collected for minors aged 0 to 12 years;
- Starting at the age of 12, the E.I.C. is issued with the images of the papillary prints;
- The EIC is handed to one of the parents/person mentioned in Art. 121 of the Government Emergency Ordinance no. 97/2005, republished, with its subsequent amendments and completions;
Minors who have not reached the age of 14 are NOT issued a simple identity card.
If the scheduled persons are late for their appointment, they must reschedule themselves in person for a later date.
If the persons arrive earlier than the scheduled time, they will only be attended to at the scheduled time.
